Job Description

The International Fertilizer Development Center (IFDC) is starting a new seed sector development project in South Sudan in December 2020. The “Accelerating Agriculture and Agribusiness in South Sudan for Enhanced Economic Development Project” (A3-SEED) will provide market-oriented interventions to support the establishment of a commercial, sustainable, and adaptive agriculture sector in South Sudan. The project will ensure the availability of improved seed down to the last-mile through agri-entrepreneurship and support existing private sector seed companies to improve seed and input marketing, distribution and production practices. A3-SEED seeks to reach more than 100,000 farming households, double incomes from marketable surpluses, increase farmer yields by 20-50% on target commodities, facilitate the development of 100 agro-dealers as well as 200 women-owned and 200 youth-led businesses, and bring 42,000 ha of farmland under agroecological production. The project will support the emergence of individual commercial seed producers, who produce for the local market, as outgrower for a seed company, or both. The anticipated project will be implemented in collaboration with KIT, Royal Tropical Institute with funding from the Netherlands Embassy.


The project will support commercialization of the seed sector through the following four Result Areas (RAs):

  1. Commercial Quality Seed Production focuses on ensuring efficient, high quality and economically viable seed production, sales and distribution tailored for market-oriented smallholder farmers;
  2. Quality Seed Use, Good Agricultural Practices and climate resilient farming practices among smallholder farmers results from tailored sales and distribution strategies provided by seed companies and commercial seed producers;
  3. Quality Seed, Input and Output Marketing and Distribution through the establishment of last-mile input distribution and effective seed, input and output market relationships which improve local competitiveness through agribusiness development, women empowerment, and youth employment;
  4. Learning and Capacity Development supports the above result areas together with targeted research to address bottlenecks, support adaptive project management and advance knowledge on seed sector development.


IFDC is seeking recruitment for an A3-SEED Finance Officer to be based in Juba and who will directly assist the NAFO in financial and accounting issues. The Finance Officer will support the NAFO, Grants and Admin Specialist, Administrative and Procurement Specialist, and hub-based Field Administrators in the integration and maintenance of project financial and administrative management systems and protocols


  1. Functions and Responsibilities of the Finance Officer
  • Review and process all the invoices and reconcile before entering in the accounting system.
  • Record daily Petty cash transactions into Accufund.
  • Monitor expenditures against the project budget.
  • Lead preparation of the program’s financial reports (bank reconciliation, cash advance, etc.).
  • Verify and handle travel requests and travel expenses.
  • Follow up on timely expenses report submission by travellers.
  • Update and distribute individual cash advance statement to staff in the beginning of every month. Ensure consistent application of donor and IFDC financial policies and procedures.
  • Constantly review work practices and financial procedures for better operational efficiency and proactively raise management attention potential issues in accounts, financial processes and controls. This includes doing audits at country level on a regular basis.
  • In close collaboration with the IFDC South Sudan Finance & Administration team, ensure general day-to-day project administration, including but not limited to purchase of equipment and services, organization of travels, logistics for project activities in South Sudan.
  • In collaboration with IFDC field staff, coordinate the logistical payments of regional project activities.
  • Contribute to the development, improvement and monitoring of project procedures.
  • Maintain the filing system of all financial reports, field wire requests, bank reconciliations; field accounts review certifications and other finance documentation.
  • Use email, letters, and telephone to contact debtors and ensure retirement of all advances is within the timeframe.
  • Keep comprehensive database of all advances accounts holders in IFDC and make such available upon request.
  • Coordinate with the administration officer to ensure inventory list is updated regularly for all additions, deletions and changes in inventory
  • Ensure that physical verification of assets on a sample selection basis is conducted and a complete physically verified inventory is conducted and documented on a yearly basis.
  • Check and ensure that all vouchers are uploaded in the OneDrive.
  • Prepare the Local staff payroll as per the law.
  • Ensure compliance with taxation and statutory requirements including preparing and managing PAYE and other statutory requirements to ensure compliance.
  • Share the pay slips with staff by the end of every month.
  • Perform any other duties deemed necessary and requested by the supervisors.


  1. Reporting Relationships

Reports to the A3-SEED National Administrative and Finance Officer (NAFO) on all aspects related to the A3-SEED Project in South Sudan.



Required Skills


  • Advanced proficiency with the use of MS Word, MS Excel, and QuickBooks, Accufund and Netsuit.
  • Must be highly skilled in dealing with financial and numeric data.
  • Must be highly skilled in use of Excel Spreadsheets as well as other accounting softwares.
  • Fluency in written and spoken English, with a good working knowledge of the second
  • Good planning skills, honest and reliable.
  • Ability to work alone and in a team.
  • People management skills and ability to work in a multidisciplinary and international environment;
  • Excellent interpersonal, verbal and written communication skills with ability to express ideas clearly, logically and effectively.
  • Ability to work and travel in South Sudan and the region;
  • Ability to work in a multidisciplinary and international environment;
  • This position is open to qualified South Sudanese nationals only.


Required Experience

  • At Bachelor’s degree in accounting, or a Bachelor’s degree in business with emphasis in accounting.
  • A fully qualified certified public accountant (CPA) or Association of Chartered Certified Accountants) or equivalent professional qualification.
  • Minimum of 3 years’ experience in accounting, ideally related to or other major international donor-funded programs.
  • Extensive understanding of donor/partner requirements, regulations and agreements
